South Korea has announced a sweeping plan to invest more than $576 billion in semiconductors and artificial intelligence over the coming years. President Lee Jae Myung presented the project alongside the leaders of Samsung Electronics and SK Hynix.

A National Strategy Built Around Three Pillars
Speaking in Seoul, President Lee described the plan as a “great leap forward,” organized around what he called a “triple axis”: semiconductors, physical AI, and AI data centers. According to the announcement, the goal is to secure South Korea’s leadership in technologies that are becoming central to the global AI race.
Samsung Electronics and SK Hynix, the world’s two largest memory chipmakers, will each build two new chip fabrication plants in South Korea’s southwest region. Together with suppliers, the companies are expected to invest around 800 trillion won, equivalent to roughly $518 billion, in this expansion. The southwestern city of Gwangju and South Jeolla province will also contribute additional regional investment toward the project.
Why Memory Chips Matter So Much Right Now
Samsung and SK Hynix already play a central role in global AI hardware. SK Hynix is currently the leading supplier of high-bandwidth memory chips used in Nvidia’s AI processors, while Samsung has been investing heavily to close the technology gap with its domestic rival. High-bandwidth memory has become one of the most sought-after components in the AI industry, as demand for advanced data centers continues to outpace supply.
As part of the plan, South Korea’s industry ministry also said the country aims to double its dynamic random-access memory, or DRAM, production capacity within five years. DRAM is a fundamental type of memory chip used in laptops, smartphones, and other electronics, and high-bandwidth memory is built by stacking multiple layers of it.
Spreading Growth Beyond Seoul
A key part of the strategy is regional. South Korea’s existing chip hubs, centered around Yongin and Pyeongtaek near Seoul, have reportedly reached their production limits. By directing new investment toward the southwest, the government hopes to ease that bottleneck while also supporting economic growth outside the capital region. A separate chip packaging cluster is also planned for the Chungcheong area, closer to Seoul.
Despite the scale of the announcement, shares of both Samsung Electronics and SK Hynix fell on the day of the announcement, reflecting investor uncertainty about the cost and timeline of such a massive buildout.
What This Means for the Industry
If carried out as planned, the investment would reinforce South Korea’s position as one of the most important suppliers in the global AI hardware supply chain. Industry analysts note that scaling new fabrication sites quickly enough to meet AI-driven demand will require significant electricity, water, skilled labor, and logistics, especially in a region not previously built around chip manufacturing.
What Could Happen Next
Officials have indicated they want to shorten the time between licensing and construction to bring new capacity online faster. Samsung has already selected Gwangju as the site for its new chip cluster, while SK Hynix says it still needs time to finalize its location and secure the necessary infrastructure. As the plan moves from announcement to execution, the coming months should clarify how quickly South Korea can turn this investment into actual production capacity.
